Two suspects charged in connection with the shooting death of Justin Wayne McKinney and wounding of Anna Franklin have picked up more charges since being moved into the Fannin County Adult Detention Center.
Stephan Blake Dickey and Hunter Nicholas Hill were both 15 years old when they were arrested for the December 4, 2018, crimes. They were confined in youth detention centers until sometime after their 17th birthdays in 2019.
After being moved to Fannin County custody, both have been charged with felonies according to warrants sworn out against them.
The first incident resulting in charges occurred March 17, 2020, when Dickey is accused of shattering a cell door window. That resulted in a charge of felony, interference with government property. He was also charged with three misdemeanor counts of obstruction of an officer.
Hill was charged with one felony count of riot in a penal institution and a misdemeanor count of battery for allegedly punching another inmate in the face, lacerating his lip, in a March 24, 2020, incident. A third warrant referencing the same day charged Hill with a felony, unauthorized possession of a weapon by an inmate for having a rock/cement piece hidden in the waistband of his jail uniform.
Two more felony warrants were taken out against Dickey following alleged incidents April 22 and 23.
He was charged with aggravated battery after causing a gash to the back of the head and splitting the left ear lobe of another inmate April 22, 2020.
A charge of interference with government property was sworn out after he destroyed a jail issued mat by cutting it from end to end April 23.
