Copperhill to keep alleyways, ditch

The City of Copperhill has agreed to keep two undeveloped alleyways and a ditch along West Tennessee Avenue.

In a special called meeting October 26, aldermen voted to keep the properties and surrender one ditch to Wayne Daniels with the understanding that Daniels will incorporate a culvert system and a gravel road for the city’s use.

Parcel D, which was granted to Daniels, equals 0.32 acres.

Parcel A consists of 0.08 acres; Parcel B consists of 0.05 acres, and Parcel C consists of 0.20 acres, but of that 0.20 acres, only the alleyway is available to the city, which reduces the acreage significantly.

The city will keep Parcels A, B, and a portion of C.

The city originally agreed to surrender the parcels that have no deeds, but learned they are not required to do so, and that individuals are able to file for the deeds on their own.

Using that information, the council met and rescinded the original decision, but it was Mayor Kathy Stewart’s understanding that they could not rescind the decision and re-vote during the same meeting.

As a result, the council met again to get the job handled. 

The amendment to the Water Sales Contract was approved. The contract is through Copper Basin Utilities and was supposed to go into effect July 1, but has been delayed because of COVID-19.

The amendment includes a rate change of $4 per thousand gallons of water from $3.75.

Members also voted on a purchasing policy resolution. Previously, the city did not have a written purchasing policy, only verbal, but has since been written up.

“It’s everything we do know, just in writing,” Stewart said.

The policy requires that all purchases be approved by the city recorder prior to purchase.

The council held it’s second reading of the policy during a special called meeting November 9, which was the current council’s last meeting.

Stewart informed the council on recommendations from their insurance providers. The providers suggested removing coverage from a water booster station and flat tank as they’re no longer in use, add an additional $20,000 to the contents of the maintenance building, add an additional $25,000 to cover the contents of the city hall, and recommended they build a barrier for the clerk so that they are provided extra security from the public.

The council approved the resignation of former City Recorder Suzanne Hughes.
