1.1COMPETITIVE COST SEALED BIDS
Sealed bids for construction of 2024 Street Improvements will be received until June 13, 2024 at 2:00 PM at the Blue Ridge City Hall, 480 W. First Street, Blue Ridge, GA 30513 at which time they will be publicly opened and read. Any Bid received after said time and date will not be considered by the Owner. No Bid may be withdrawn after the closing time for the receipt of Bids for a period of sixty (60) days except as specifically provided in the Instructions to Bidders and/or by State Law.
1.2 SCOPE OF WORK
The project consists of, but is not limited to, the following major elements:
Bidder agrees to furnish all materials and equipment and to perform all labor necessary to mill the existing asphalt to 1.5'' depth and overlay new 1.5'' asphalt pavement on six (6) separate City streets for a total area of ± 34,505 SY. Associated leveling, striping, and removing and replacing any speed bumps are also included. All turnouts for driveways and roadways shall be returned to existing grade, and all gravel driveways and gravel turnouts shall have an asphalt apron.
Time allotted for completion of work is 120 calendar days from the date of a written 'Notice to Proceed' from Owner. All Work shall be completed in accordance with the exhibits and specifications. The Work will be awarded in one (1) Contract.

1.4 CONTRACTOR QUALIFICATIONS
Bidders may be required to complete the Qualifications of Bidders (Section 00470) prior to the award of the Contract. At the Owner's request, detailed written evidence such as financial data, bonding capacity, previous experience, present commitments, and other such data as may be necessary to assist Owner in determining Contractor's qualifications shall be provided per the Instructions to Bidders contained in the contract documents.
1.5 BONDS
Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia with an 'A' minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of 'Best's Key Rating Guide Property Liability'. Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a 'Power of Attorney' authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond.
1.6GEORGIA SECURITY AND IMMIGRATION COMPLIANCE ACT AFFIDAVIT
All qualifying Contractors and Subcontractors performing work with the City of Blue Ridge must register and participate in the federal work authorization program commonly known as E-Verify, or any subsequent replacement program, to verify the work eligibility information of new employees. In order for a Bid to be considered, it is mandatory that the Bidder's Affidavit of Compliance with O.C.G.A. §13-10-91 be completed and submitted with the Bid.
