INVITATION TO BID
SEALED BIDS: Fannin County Water Authority will openly accept sealed bids for a Biennial Unit Labor Contract until 11:00 am on Wednesday, October 16, 2019 at the Fannin County Courthouse, 400 West Main Street (Commissioners' Meeting Room), Blue Ridge, GA 30513, at which time and place they will be publicly opened and read. Any proposal received after said time and date will not be considered by the Owner. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days.
SCOPE OF WORK: A licensed utility contractor is desired for general maintenance purposes and minor water system extensions. Contractor would be responsible for periodically providing labor, equipment, and a limited amount of materials on a "as needed" basis. Pipe, fire hydrants, valves, and service components would be furnished by the Water Authority, but erosion control products must be supplied by the Contractor. This Work pertains to planned projects, non-emergency repair work, and emergency repairs.
SPECIFICATIONS AND CONTRACT DOCUMENTS: Specifications and Contract Documents are on file for public viewing at the Fannin County Courthouse office. Copies may be obtained from CARTER & SLOOPE, INC., 115 Woodland Way, Suite 120, Canton, GA 30114, Phone: (770) 479-8782.
CONTRACTOR LICENSE: Bidders must be licensed by the State of Georgia as a Utility Contractor. License numbers are requested to be written on the face of the bid envelope, but not required. See Instructions to Bidders for additional bidding requirements.
PREQUALIFICATION OF BIDDERS: Prequalification may be required of Bidders prior to the award of contract. At the Owner"s request, detailed written evidence such as financial data, bonding capacity, previous experience, present commitments, insurance coverage, and other such data as may be necessary to assist Owner in determining Contractor's qualifications. Utility Contractors stationed within 75 miles of Blue Ridge, Georgia are preferable.
BONDS: Performance and Payment Bonds each in an amount equal to 100% of the contract price will be required for projects larger than $100,000. All bonds shall be issued by a surety company licensed in Georgia with an "A" minimum performance rating and a financial strength of at least five (5) times the contract price as listed in the most current publication of "Best"s Key Rating Guide Property Liability". Each bond shall be accompanied by a Power of Attorney authorizing the attorney-in-fact to bind the surety.
RESERVATION OF RIGHTS: Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.

The Northwest Georgia Regional Commission Area Agency on Aging will hold three Public Hearings during the month of October 2019. The purpose of the meetings is to gain input into services needed for our aging population within the 15-county Northwest Georgia service area. Public Input Requested for the State of Georgia's
Draft Consolidated Annual Performance and Evaluation Report (CAPER) FFY2018/SFY2019
The State of Georgia, in compliance with applicable U.S. Department of Housing and Urban Development (HUD) regulations, has prepared a draft version of the State's Consolidated Annual Performance and Evaluation Report (CAPER) for the Federal Fiscal Year 2018. The CAPER is the annual review of the State's performance in meeting the goals and objectives identified in the 2018-2022 Consolidated Plan and FY 2018 Annual Action Plan. Note that the CAPER also includes the State CDBG Performance and Evaluation Report (State PER) for the State of Georgia Community Development Block Grant (CDBG) Program. The State of Georgia encourages citizens, public agencies and other interested parties to review the contents of its draft CAPER and to submit their written comments.
The report will be available for review on September 15, 2019 by 5 p.m.
